الملخص

هدفت هذه الدراسة إلى تقديم مراجعة شاملة للأدبيات المتعلقة بأثر التحول الرقمي ونظم المعلومات المحاسبية والحوكمة في تحسين الأداء المالي والإداري بالمصارف التجارية الليبية. تنبع أهمية الدراسة من تزايد التحديات التي تواجه القطاع المصرفي الليبي في ظل التحولات التقنية العالمية، وتذبذب البيئة الاقتصادية والمؤسسية، والحاجة إلى تطوير نظم مصرفية أكثر كفاءة وشفافية وقدرة على دعم اتخاذ القرار. اعتمدت الدراسة على منهج مراجعة الأدبيات الشاملة من خلال تحليل الدراسات العربية والأجنبية والتقارير الدولية ذات الصلة، مع التركيز على الدراسات الحديثة المرتبطة بالمصارف التجارية الليبية. أظهرت المراجعة أن التحول الرقمي يمثل مدخلًا مهمًا لتحسين جودة الخدمات المصرفية، وتسريع المعاملات، وتعزيز الشمول المالي، غير أن فعاليته ترتبط بمدى جاهزية البنية التحتية الرقمية وكفاءة الموارد البشرية. كما بينت الأدبيات أن نظم المعلومات المحاسبية تسهم في تحسين جودة المعلومات المالية والإدارية من حيث الملاءمة، والدقة، والموثوقية، والتوقيت المناسب، وهو ما ينعكس إيجابيًا على جودة القرارات المصرفية. كذلك توصلت المراجعة إلى أن الحوكمة المصرفية تعد عاملًا جوهريًا في تعزيز الشفافية، والرقابة الداخلية، وإدارة المخاطر، والحد من الفساد الإداري والمالي. وتؤكد الدراسة أن التكامل بين التحول الرقمي ونظم المعلومات المحاسبية والحوكمة يمثل إطارًا استراتيجيًا لتحسين الأداء المالي والإداري بالمصارف التجارية الليبية، خاصة في ظل الحاجة إلى إصلاح مؤسسي وتقني شامل.
