دور التكاليف المعيارية في تعزيز كفاءة الرقابة على التكاليف: دراسة تطبيقية على شركة اتصالات ليبية رائدة

تظل محاسبة التكاليف المعيارية أداة قوية محتملة، لكنها غالبًا ما تكون غير مصممة بالشكل الكافي ضمن أنظمة الرقابة الإدارية. تهدف هذه الدراسة إلى تقييم كيفية مساهمة التكاليف المعيارية في تحسين الرقابة على التكاليف في شركة ليبيانا للهاتف المحمول، وذلك من خلال الجمع بين مراجعة تكاملية للأدبيات، وإعادة تحليل ثانوي للاستبيان المكون من 25 مشاركًا الوارد في وثيقة الدراسة المقدمة، والأدلة العامة الحديثة المتعلقة بشركة ليبيانا وسوق الاتصالات الليبي، بالإضافة إلى سيناريوهات رقمية توضيحية.
تشير الأدبيات إلى أن التكاليف المعيارية تكون أكثر فاعلية عندما تمثل استهلاكًا سببيًا للموارد، ويتم تعديلها وفقًا لمستوى النشاط الفعلي، ويتم تحديثها وفق دورية مناسبة، كما يتم دمجها مع نظام التكاليف على أساس النشاط، ومؤشرات جودة الخدمة، والتحليلات الرقمية.
أظهر إعادة تحليل الاستبيان أن المتوسط المرجح الإجمالي بلغ 1.864 على مقياس ثلاثي، وهو أقل من نقطة الحياد البالغة 2.000؛ حيث بلغت نسبة الإجابات المؤيدة 23.2% من إجمالي الردود، بينما كانت 40.0% محايدة، و36.8% غير مؤيدة. وكان المشاركون أكثر إيجابية بشأن مقارنة الأداء المالي الفعلي بالمخطط له (بمتوسط 2.28)، بينما كانوا الأقل إيجابية فيما يتعلق بالتكاليف الاستراتيجية (1.64) وقرارات التسعير أو خفض التكاليف (1.56).
تشير هذه النتائج إلى وجود فجوة في التطبيق واتخاذ القرار، وليس إلى أن محاسبة التكاليف المعيارية غير فعالة بطبيعتها. ويقدم المثال التوضيحي الخاص بقطاع الاتصالات تحليلًا لانحراف تكلفة غير ملائم بقيمة 133.0 ألف دينار ليبي، موزعًا بين تكاليف الطاقة والصيانة وخدمات العملاء. حيث تمثل تأثيرات الأسعار ومعدلات التكلفة 115.0 ألف دينار ليبي، بينما تمثل تأثيرات الكفاءة الصافية 18.0 ألف دينار ليبي، مما يوضح أهمية تحديد المسؤوليات وقابلية التحكم في التكاليف.
وتخلص الدراسة إلى أنه ينبغي على شركة ليبيانا استخدام التكاليف المعيارية باعتبارها أساسًا تشخيصيًا للرقابة، وليس مجرد إجراء محاسبي مستقل، وذلك من خلال دعمها بمحركات تكلفة على مستوى المواقع والخدمات والأنشطة، وموازنات مرنة، ولوحات متابعة شهرية للاستثناءات، ومراجعات ربع سنوية للتكاليف المعيارية، وضوابط لجودة الخدمة، وتنفيذ رقمي تدريجي.
